I believe (C) is correct because it is the contrastive of this argument: "For one to act Responsibly..." ---> "Act on the basis of information that one has made...."
The exception appears in PT36, S 3, #14. But in that case the right answer choice has the negation of most. I think in that case the issue is not the word "most", since even if we replace "most" with "some" it still works.
