how come theres no setting to make LR timing sections 35 mins?

There actually is. If you click the timer options you'll see a 35 minute (problem set only) option. This is a recent update that they implemented.

As stated by Logician, you can now tap on the clock icon and select 35 minutes timing for Problem Sets. See the screenshot below:
