The last paragraph tells us that the government’s agreement with the private company that will salvage the Sussex calls for preserving archaeological integrity. But that obligation merely flows from this specific agreement about this specific shipwreck. And, that obligation is imposed on the company performing the salvaging operation. There’s no suggestion in Passage A that governments generally have any obligation (legal or otherwise) to ensure archaeological integrity in connection with old shipwrecks.

Perhaps the British government was the original owner. Or, perhaps some other government originally owned it and then transferred the rights to the sunken Sussex to the British? Nothing in Passage A implies anything about the transfer of ownership in sunken ships.
