Just finished the September LSAT and do not feel confident with how I did. I was PTing at 170-174 range in the leadup and I am worried the score will come back lower than this. So my question is can I submit applications to law schools in October as I originally had planned and still take the November LSAT? I heard that LSAC will send your updated scores to the schools you already applied to.

Yes you can - but some schools will put your application to the side and only look at it once your updated score is in. Other schools will pretend you aren't even registered and will evaluate it with the score you have on file. You should call schools and ask how they handle this; Dean Blazer said on the UVA Admissible Podcast that you can request one way or the other for some schools. I think the common advice (from admissions officers themselves!) is just wait until you have your November LSAT score in. Why apply with a weaker application? End of November is not too late for any school.
I've answered a few variations of this question on the message board but @CarolineN summed it up pretty well! The only other thing I'd suggest is that you won't know how you did on the September test until you get it back. Your job for today is just to worry about what you can control today (and that's likely working on app materials and keeping semi-fresh with LSAT prep).
And to answer the kinda question at the end - yes, LSAC will automatically send an updated CAS Report with your new score to any school that you've already applied to. Additionally, they'll also automatically let schools know that you're registered for a future LSAT.
