I wrote my personal statement in Times New Roman size 12 font. I can't get my perspective statement to fit on one page with 12 font with out cutting things out that I think are necessary. Will admissions officers view it negatively if both documents are in different size font (12 and 11)?

Hi there! For schools that don't specify a font size, as far as I know it's better to keep things consistent and put your personal statement in 11pt font too. The font change between 11 and 12pt font is noticeable, and that sort of thing is something you wouldn't want to stand out in your application. However, be aware of every school's formatting requirements. Some may require you to put all statements in 12pt font, and in that case, you may want to create an edited down version of your perspective statement (this will also help for schools that have a perspective statement word limit, which I encountered a few times when I applied last cycle!).
What you do will likely change by school, since every school has different page requirements, font size and margin requirements, etc. Some have no requirements, or may allow your perspective statement to be two pages, in which case both can be in 12pt font! So first and foremost, check each school's requirements. And regardless of whether or not they have a font size requirement, I recommend that you pick one font size and stick to it. Hopefully that helps!
1) Be consistent!
2) I wouldn't mess with my PS because that's the most important doc. I'd really try to work with the DS first. I'd also make sure that the schools I'm applying to have a one page requirement for the DS. If they don't, then it's ok to go onto a second page.
3) FYI that 11.5 exists as a font size! I know it's a minor difference, but - my dude - it's hard to read docs in 11 point font all day. I'm young-ish for this line of work and I struggle with 11 point font. Now let me go for a walk with my orthopedic shoes and tell kids about how awesome it was when Sony introduced anti-skip technology for their Discman products in the late 1990s....
Try to keep the formatting consistent! Perhaps use 11pt for both?
