UGH oh my god I missed the except part in the stimulus

I found this one confusing because of the use of "everyone". I immediately rejected those choices because the word usage seemed to extreme. For principle questions should we lean more towards the use of extreme wording like "everyone" and "all" or is there something in the stimulus that I am misunderstanding that would lead us to use more extreme word usage?
