I interpreted this as saying, "If human life exists for 1000 years, galaxy colonization is supposed to take up 95% of those 1000 years of human existence. Well humans exist and under probability, we should be part of the 95% that experience galaxy colonization. But we're not. So I doubt this would ever happen."
Basically, any human has a 95% chance of existing during galaxy colonization (event is likely) but that has not occurred (human is not experiencing galaxy colonization). Therefore, galaxy colonization is a scam.
It looks less like lack of knowledge and more like inconsistency from just this test, but you'd also have to look at other tests. The main thing that helped me get consistent was focusing on full-length practice tests rather than drilling or timed sections. It increases your stamina and keeps you in the right mindset. You should also make sure you're watching the clock and have time targets (ex: when i have 20 min left, I want to be at #15). Maybe switch things up by doing the last questions first and working backward. Keep trying new things and keep your head up!

So probability is already established in the idea of an average payoff.
