Why wouldn't it be B?

Selling both fish and bird --> you don't sell gerbils. This seems to make sense since only the store that sell fish and no bird sell gerbils. You sell both fish and bird, so you don't sell gerbils.

I think, this is conditional, not quantifiers.

If we look this question as a quantifier, some can include "all". So if we negate to "some" there's a potential we could include "all"
