After 2k+ questions, this is my first comment. AC A assumes that the "small number of locations" where pollution will be confined aren't themselves urban areas. That this isn't the case is 100% an assumption we need to make. /Major city != /urban. Idk man. Urban just means in a city. Could be a minor city.
