Why are there no explanations for this passage for each AC like the rest of this section? Can this be updated

What other way would you determine an AC is necessary other than negating..when you ask yourself is it necessary you're automatically negating no? even if subconsciously...not sure why this as advised as something not to use during testing

Q 12. Can someone further explain how the statements in passage A don't contain counter claims to passage B.. is it a matter of what passage comes first? It seems all passage B is doing is being contradictory to passage A. isn't the mention of serious threat to wildlife and endangered species a counter to the argument in passage B about there being no real threat?
