I picked AC C because in the third paragraph it says "The CMC would consist primarily of people from metropolitan areas who value fresh produce."
Doesn't this insinuate theyre the most likely to join?

I don't understand why B is not correct. The stim says "all other people...to ALWAYS have the motivation to implement their ideas." Can't we infer this means they invariably implement their solutions?

Getting confused on the fine line between making inferences. Is it ALWAYS bad to make an inference about what the speaker may think or feel about something, or is it sometimes reasonable?
Can you further explain why A is wrong? The explanation video isn't really helpful, as it seems to just brush off the answer without any real backing for why.
