I chose C and flipped to D on blind review because I remembered that "all before most" gives no valid conclusions.
Let's say we have 100 well-designed public places, and of those, 5 are coffeehouses. (The stimulus is silent on whether well-designed coffeehouses even exist, but answer choice C allows us to pretend that there is at least one). "Most well-designed public places feature artwork" means 50+ of the well-designed places feature artwork. This 50+ could contain all 5 of the coffeehouses, none of them, or anywhere in between.

Remember that "some" means "at least one" which can include "all."
I have a math background, and it has helped me a lot with quantifiers. Maybe you'll find this useful:
We use "there exists" instead of "some," but they are logically equivalent. To negate this statement, we could say "some X wings do not have hyperdrives" or "there exists an X Wing that does not have a hyperdrive." I think the second translation more clearly includes the possibility that no X wings have hyperdrives.
