Technically, the hypothesis is presented as the conclusion. But a hypothesis (the conclusion) is the explanation for the phenomenon (the premises).

I didn't get it either at first but this is what helped me get a better understanding! Just as the Premise leads to the conclusion, it's the same with the whole to the part. The premise states it's the most valuable collection ( the collection is the whole) and in the conclusion MacNiel says they cant afford any of the pieces of the art (or parts) -- so it is going from whole to part as it goes from premise to conclusion.
