That's mixing Sufficiency-Necessity
Decline -> Corrupt -> Revolution
Contrapositive: /Revolution -> /Corrupt -> /Decline
So you can only infer with the contrapositive that if qarth/Corrupt then => qarth/Decline. Meeting the Necessary condition gives you no information about the Sufficient condition.

What helped me understand Group 3 better was to substitute this for a more relatable condition like: "You will get cavities unless you brush your teeth."
Common Sense: Brushing your teeth is expected to prevent cavities. If you brush your teeth, you’re less likely to get cavities. If you don’t brush your teeth, you will get cavities.
Formal LSAT Logic: If you don’t brush your teeth, cavities will definitely occur. If you brush your teeth, cavities may or may not occur.
You can see why the "common sense" explanation is ultimately wrong compared to the "formal logic" even from a "common sense" perspective: if you binge eat bags of hard candy, drink 6-packs of soda, you might get cavities even if you brush your teeth. Even if the heat wave abates, someone might be cryptomining in their basement make-shift data center and short the electric grid, causing a blackout.
Group 3 only guarantees what will happen if the sufficient condition (Brush your teeth, heat wave abates) is NOT met. It doesn't tell you or guarantee anything else at all. This is why the sufficient must be negated to properly represent Group 3 translations.
