Thank you for clarifying, the way the video explained made it seem like it was completely wrong, but, seeing it as the weaker option helps my brain understand how to approach questions like this - knowingly to look for the stronger answer if possible.

#Help I am still confused about the "eligible" and the "should receive" are the same thing. Meaning I feel like one can still be eligible for something and not receive the award. I just have a hard time understanding how you can jump into that implication - where I see it as Penn can be eligible for having an exemplary record but failed on Rule 2. Which is why he should not receive the award.
