I was wondering if other people are having the same issue of the highlighting pop-up when you select some text not popping up. Could you please help me resolve this?

E was the best answer because we are trying to prove why there could be a net increase.
D, first, does not have anything to do with the argument because the whole point is about the refund to taxpayers and whether they can spend to stimulate. D avoids the action by proposing something else.
Additionally, D requires additional and unwarranted assumptions that make it wrong regarding an increase from the 600 million debts. It assumes that the spending that 600 Million could result in some net increase because of the jobs created. But we do not know if it can increase, we are making an assumption.
E literally had the word "savings" so you already know the 600 million is offset and it has to do with the argument as if follows the logic.
