I will attempt to explain simply.

(C): Most coffeehouses that are well designed feature artwork.

This answer choice may seem tempting because the rule states that:

WD –m→ FA (most well-designed public places feature artwork).

But, how do we know that most well-designed things consist of coffeehouses?

All we know is that coffeehouses are public places. There are so many other kinds of public places: restaurants, for example.

For all we know, most well-designed things that feature artwork could all be restaurants, not coffeehouses.

In other words, the rule WD -m--> FA tells us that most well-designed public places feature artwork, but it's not stated that this majority is made up of coffeehouses.
