I did the exact same thing! I eliminated C right away because it was talking about remaining free rather than becoming free.
I think the issue with E is that there is no evidence that there will not be a net reduction in environmental degradation if electric cars are used. Just because nuclear and coal are bad for the environment doesn't mean that they're as bad or worse than gas emissions. Electric cars could produce a decrease in degradation while still being consistent with the info in the stimulus (i.e. having some negative environmental consequences).
Please correct me if I'm wrong though--I initially also picked E.

Why is this the answer for question 2?

Shouldn't it be /survive → carbon and /carbon →survive because without is a group 3 indicator?
