The easiest way to see this is by thinking about a case where Haynes works on 98 of 100 products, and the others, X and Y, work on 1 each. If the product X worked on is not returned, but the one that Y worked on is returned, Y is the worst, and X is the best, with Haynes in the middle.

For 16B, why do you think the researchers are forced to act? Is it because of the moral principles of theoretical equipoise? Well, do we have an indication that that is correct? The paragraph about few clinical trials commencing and even fewer getting to completion if we follow those principles implies that they are not forced upon comparative clinical trials and their researchers.

While asking about the passage, I guess the question really asks about what the author thinks is right because it is simply an argument-style opinion piece, and because of the author's making this argument, we assume it is the principles of clinical equipoise that are correct.

For AC A, it is somewhat implied that it is not always damp enough to let ALL (question stem) fires burn. Otherwise, why the addition of "when it is damp enough?"
