I also saw this relative/absolute flaw. But isn't it also a necessary/sufficient flaw that answer choice A suggests? Having a higher blood pressure is a necessary condition for being diagnosed with HBP, but it alone does not guarantee (or being a sufficient condition for) HBP.

Unless some people diagnosed with high blood pressure already have a base line blood pressure above the HBP threshold (no increase required), answer choice A may still have some merits.

I picked C too during my BR after second-guessing D. I share your skepticism, but now I think perhaps we are making a big assumption that Sarah would be FOR restriction IF she accepts Liang's premise that violent content leads to more aggression. We don't know what she would think under a different set of beliefs. So she has no opinion on C. Maybe she is a libertarian who is opposed to restrictions of any kind!
