I feel it unfair to eliminate A / B to choose E

E assumes that the original X was small and inadequate, so 3X was still small and inadequate - I understand it

But what if the original X was adequate? - there is no clue in the stimulus that one of the assumptions should be correct

if that's the case, even tho the fund becomes 3X, still not enough for 2X field as the real use of 3X is much less (maybe only 1.5X) due to the mismanagement / over higher salary payment to scientists

So 3X is still not enough and needs to be augment
