The "no substance" part threw me bc I always try to avoid absolutes but I see now after the diagram why it makes sense bc nothing can be lower than 1. I wish we could diagram on the real LSAT

I agree. I also thought the word "absolute" was too strong since it didn't mention a ban

I also thought that was the conclusion. I immediately crossed A out bc I thought it was too strong but looking back at the stimulus and the correct answer, I see it was right in front of my eyes.

I chose C too because I read it as spending too much bc the way they currently have it means more maintenance they have to pay for and not taking the small budget into account instead.
