Did anyone else find themselves confused and second-guessing answer choice D, just because it said "regardless of age"?

I was deciding between D and E, but ultimately chose D. Would it have been prudent to avoid selecting D because of its strong language (i.e., 'would not improve the achievement of ANY students')?
