while i did get this answer correct i don't know if my reasoning was correct.

1. i didn't take this question as it needing to specifically state this, as the use of the words democracy and disparate as giving the ability to freely discuss.
2. in combination with "at least as much freedom of expression" implies that there is at least some ability to discuss freely.
who said the freedom they have has to be categorized as “freely”.
i don't believe it necessarily has to be categorized as freely, but if no issues are able to be discussed freely, then you cannot have freedom of expression.
