Can someone please explain the difference between a letter of recommendation and an evaluation? Do I put down each contact as both a recommendation and an evaluation?

Hey-I'm having a hard time, even after watching the video, why the answer is B and not E. Is it because the Lawyer said that it was a lie that Congleton wanted the project to fail? I selected E because it mentioned nothing about allotting enough time or resources..but then again Answer E also starts with "It ignores.."

I still don't know-any input?
