I got this one right because C, D, E were obviously all wrong and competing packages is just so random, but isn't it to aggressive of an assumption to say the city's financial problem couldn't have been resolved another way? This answer choice makes it seem like it could not possibly have been resolved were it not for the mayor investing in the computer tech.
