Is a stated assumption a premise?

Question for 6.2 "Job opportunities in the tech industry are expanding. Companies that specialize in developing software and technology solutions are relatively limited in number, while the number of individuals seeking jobs in this industry is rapidly growing."

The answer said that this isn't an argument because they are both claims that don't support each other. But isnt the line that "while the number of individuals seeking jobs in this industry is rapidly growing", and seeing from the context we see this is talking about software and technology solutions, wouldn't this be supporting the first sentence, "Job opportunities in the tech industries are expanding"?
