I am having difficulties determining the importance of the negate symbol when the words essential mean the same thing. Does this mean they are equivalent and both correct? Or is the form that uses primarily "Lawgic" correct?

Is it supposed to be taken in the literal sense of "more than 5 minutes late" to be marked late? So by that standard 17 minutes is not the same as the literal words "more than 5 minutes late"? Or is it moreso just not sufficient information is given (ex. we don't know if he was a student and it does not explicitly say he would be marked late)
