I have a concern about answer choice D that I’m not sure is entirely legitimate. I ruled it out initially because it says “most of the people in each city then were of...” rather than “most of the people born in each city then were of...,” which seems to refer to two different groups. It’s possible that many residents were immigrants who weren’t born in the city. That said, I understand D is still the best choice given that the other options are clearly incorrect—but I thought it was worth noting.
Why is "in jurisdictions where the use of headlights is optional, drivers who use headlights at all times are less likely to be involved in collisions" a paradox? If we take the proposition that the use of headlights does reduce collisions, which the first sentence of the stimulus implies and is common sensical, then it seems to me that E resolves the tension. If visibility is poor the two groups of drivers will both use headlights all the time and thus no change in overall number of collisions. I understand that C is correct but I am having a hard time comprehending why E is incorrect. Thanks!
