I think the point is cc is ‘never less than’ ps (though it could be possible that cc is more than ps.).

Always consider right AC in terms of the relationship between P and C (any missing assumption, any gap?), not background information. Many ACs are simply irrelevant to the relationship between P and C. Then, do the negation test. Let’s make this our habit.
