For me I thought of it as, most public places that are well designed feature artwork then lets say we have 50 coffeehouses and 50 restaurants that are all well designed. if 45 restauarants have artwork and 15 coffeehouses have artwork then most well designed public places do have artwork (65/100) but it is false that most well designed coffeehouses have artwork 15/50. hope that helps
