sometimes the AC can hide itself by making it sound like it is helping the argument, when in reality it uses subtle words to trip you up. in the example, it wants you to wreck the argument by saying all the fluff in the premise is not true. its actually the wind resistance that makes the runner faster on hard surfaces. hope that helps. don't give up. I chose A the first time I did this question. 9mo later, and I chose C.

ive come to the conclusion that LSAT writers choose the right answer from drawing answer choices from a hat.
i got this answer correct, but the way JY explains it makes it more confusing.
there is no way to answer this question in under a minute unless you guess.
it used to be really cool to use because the RC questions would ask about a specific line and you could use Ctrl F to find that line instantly. Now the RC section actually highlights it for you. I myself still use it when looking for specific key words or when the question asks you to look for something and you need to find it in a hurry. Still extremely useful. My advice, do not be afraid to use it.
