I've encountered this question a few times and every time I see it, I hate it even more.
I had a hard time justifying that word too, but I just knew that the Draft Articles came from already existing legal decisions so I chose it and hoped it was correct.
I originally had answer C the first go around, but changed it to D in the blind review because I'm big dumb and overthought it.
I'm having difficulty understanding why the correct answer choice for this problem is A. I'm struggling to derive from the stimulus that the government should continue trying to determine acceptable toxin levels. Any help would be appricated!
