The way I have been struggling with this and I ended up getting 4/5 !!!

I was in between A and B. It was the "but not otherwise" that made me pick A. Because above all, for the officer to even be in the running they HAVE to have an exemplary record and for Penn to straight up not receive it he must be lacking the exemplary record.
