I chose D, and see why it is incorrect, but I am struggling to see how C is much better as an AC. The first half of C sounds good, but "as much as was feasible" seems inconsistent with the passage to me. This is because the author specifically highlights limitations/shortcomings of both proposals, seemingly criticizing them for where they can be improved upon, which to me infers that (although neither was enacted) they could have feasibly proposed more reform than they did.
