I think that since both versions correctly express the same logical principle: If something is a holiday, it does not fall within August, and if something falls within August, it is not a holiday. It does not matter. As long as we have the nec and suff in the correct place.

I did the same and the version flips the order of how the concepts are stated, but it does not change the logical meaning.

I could be wrong maybe some one else wants to add on..
