Okay I picked E too for the same reasons and I think JY just didn't mention this possibility. E says "has not increased" not that they have been lowering the cost of tuition. "has not increased" can also mean stay the same. So, if the tuition stays the same then it is still possible that they are charging too little. The negation to "has not increased" would not be "decreased", it would be that it either stayed the same OR decreased. If the possibility of it staying the same is there then I don't think that is destroying the argument like the negation test is supposed to do.

no, LSAC will not show law schools about any accommodations.
