UW law is incredibly stingy with their financial aid (their 509 report, me, and other UW Law accepted students can testify to this). If you want to do PI, you should go to a school that give you the most amount of money. I think UW Law has a stronger reputation, especially in PNW, but Hastings is a solid reputable school within SF.
i scored a 143 as my diagnostic and am at 160 so far (official LSAT score last year) - the journey to a 170 isn't easy but you can get there (or super close)

I have a friend who scored a 170 and is tutoring me right now; his hours are flexible. Also, not sure what you're trying to aim for.
A bit related - what if you saw "usually" and "some"? Would "usually" and "some" also be synonymous? Or, is "usually" only synonymous to "most"?

just do one question today
I'm going to score above a 163 on the August 2022 LSAT!
yes retake. i have a friend who applied in March and got in schools
Okay, I did my research on this because I ended up not registering in time for Jan 2022 and debated this too. Honestly, it depends on the schools you're applying for. Typically, yeah, Feb 2022 is considered "late" (some schools don't even take the Feb 2022); however, some schools application deadlines aren't even until April. So Feb is fine. I think March will be pushing it, and you might as well apply in September.
However, if you have your application locked and loaded, and all you need is an LSAT score, then I'd take the Feb 2022 LSAT and submit to see where you get in. You could always reapply.
