not exactly. the fine is attached to the citation. being billed for the city's cleaning service is separate. so the issue isn't that you'd be assuming that the city cleaned all of the houses to pick d, but you'd be assuming that "nearly all" people canNOT demonstrate an extenuating circumstance.

I'm having some trouble with the "should" used in answer choice A. I hesitated to choose A because it felt more prescriptive than the language used in the question stem. Does anyone have any advice for how I can look at this and fundamentally understand it?
