This is stupid. Who's to say that nonmanagerial employees are more typical? you could say that you cant infer the typical effects by observing the effects on nonmanagerial employees since the effects on managerial employees are different. BS

This question is actually not that hard when you realize that 4/5 options are denying the sufficient which we know is not a valid argument. B tells us the sufficient DOES happen so we know that the necessary will happen.
It helped me to think about it this way: If the percent spent decreased but the total amount spent on all treatments grew 1000000 times larger then it is still possible that more money was spent on standard than ten years ago, even if it was a smaller percentage. That's why the only way our conclusion is true is if the money decreased.
