If you apply B to the inadequate vs adequate definition the reasoning to get rid of the answer still works since nothing would be considered addictive under inadequate definition so more would would be considered addictive under the second definition

E I eliminated due to the "numerous other substances" since we have no idea what the other substances are it may just be that the other substances arent in the water anymore which is why the plankton went away, but maybe the domoic acid is still in the water tainting the fish

How I am interpreting E in order for it to be correct is lets say a faculty member made 20 pieces of IP in a year. But 15 of those pieces of IP in their portfolio were created with what the university defines as significant amounts of their resources, so the degree of ownership by the university of the faculty's whole portfolio is 15/20. But maybe a diff faculty only had 2 /20 of their years IP work claimed. So ownership will vary case by case when considering a persons whole body of work.
