Why is this a pseudo sufficient assumption question and not a sufficient assumption question?

F sounds pretty legit...

I picked A for this one my reasoning for that was that since they travel only on contiguous borders then they are not subjected to time zone changes. Blocking an alternative explanation. thoughts?

I live in Edmonton, laughed at this question... Then thought to myself wait a second my social insurance # is not the same as everyone else's....
