Why is this a pseudo sufficient assumption question and not a sufficient assumption question?

I was able to do everything else right; knew what the conclusion was, the premise and then get to the answer choice and couldn't pick D because I had no idea what it meant. LSAT FAIL

I don't know if this is right but I did the same thing and ended up with the right answer... Not sure if that helps.
