Can someone explain why 'D' is right if it says "exclude the possibility"?

If 'D' were to be valid, shouldn't the historian have 'INCLUDED' the possibility that there might be legitimate evidence?

Idk I might just be interpreting 'D' incorrectly but im confuseddddd
