Where in the stimulus does it mention anything about abandoned cars? Also, CAR THEFT is a verb. CAR THIEVES is a noun. We're talking about things vs actions here. So how is A correct? This makes absolutely no sense. I chose D because it EXPLAINS the facts in the stimulus. You can't convict someone of car theft if there is no more car.... Lol

This entire question is contradictory... If two requirements must be met for ANY proposal to be funded, then shouldn't the "and" in that sentence be changed to "or?" It's almost as if the whole first sentence means absolutely nothing lmao
