For Question 1: Your interpretation was wrong because your view looked at a general perception meaning "countries which have laws to enforce joint safety committee" is completely different than "A joint safety committee" focus on the fact that it is stating the "a" each time it mentions the committee. This tells us that they are not talking about the number of joint safety committees, but instead they are focusing on the effectiveness of law based vs voluntary safety committee individually
PS: I made the same mistake as you and interpreted it the same way as well, this is how I understood it after analyzing it further
