Kind of a late reply, but I think this is incorrect as the point of comparison is the 'retalitory force'. The first part of the sentence is just providing context, not directly giving a point of comparison.
What I've found helpful to do is simply put a bracket around the "kernel of the comparison" which would be "nation maintain a retaliatory force greater than that of any other nation", and then add on any other details like the context after first digesting the comparison information.
