I thought "many" translated to something akin to "some"? Am I wrong on that?

I assumed by the last sentence in the passage (The doctrine of parliamentary sovereignty is a pillar of England's unwritten constitution, and it provides that Parliament lacks legal power over the extent of its own legal power.) that the Author was trying to say that the rules of each branch need to be laid out. Can someone help me identify where I went wrong with this analysis?
