The answer is basically saying that there may be another portion buying the expensive new cars (families, company's etc) so individuals may not be the reason the sales are going up. Since the portion of individuals buying new cars is small, they can't be the reason for the price of new cars going up, it has to be another group buying the new cars. Also, there could be a chance that the individuals are buying more used cars since there portion of new care sales is so small.

That is how I understood it.
