This one got me too at first but then I realized words like "probably" or "apparently" indicate a conclusion (the author is stating their hypothesis). So for this stimulus, it is a fact that: (1) there is a rise in produce sales and (2) that 2 retail seed companies had a rise in sales. The author then hypothesized that there is apparently more personal gardens. So AC E shows that, actually, another retail seed company went out of business, so your reasoning is weak.
Also remember that the right answer will use strong language. Words like "probably", "eventually", "sometimes", "some", "may", "possibly", will PROBABLY not be right. Like 90% of the time, they are wrong.
One thing I am learning about Weakening Questions is that sometimes the right answer is right only because all of the other answers are relatively terrible. Remember the question stem asks which one is "best" at weakening (implying relativity). It would be like if I said I am the tallest (I am only 5'3) in my family, and you replied "You aren't tall!". Never said I was, but I am the tallest.
PT79 S1 Q21 is essentially the same question as this one. Just for anyone who may need more practice.
