I see what I did wrong here, I did identify the "conclusion" correctly but I got caught up in the words, all of the ACs are very similar in wording, C and E stuck out the most. To avoid this issue next time I need to realize that other words can be used in place of the ones in the passage, specifically in this passage the words, ends value and means were changed to the intended outcome and action.

I choose C in the actual PT and then stuck with my answer in BR. I think the main problem I was having when doing these questions was making assumptions that were not in the conclusion, I can see why D is right because it is the only thing stated in the conclusion. Identifying the conclusion can be really hard sometimes if you don't ask yourself why is this the conclusion, what supports it in the passage?
